After some internet search I think I got part of it. “I taut, I taw a puddy tat” stands for “I thought I saw a pussy cat”, words spoken by Tweety Bird as a little child would speak them out. Yet the meaning changes when I look up the words separately. I suspect you have a deep wordplay here I cannot get to fully understand in connection with “Suffering succotash!” and with the photo with all the dogs.
